Privacy Policy for Dental Insurance

Updated on

This Privacy Policy describes how Kelsey National Corporation (“we,” “us,” or “our”) collects, uses, shares, and protects the personal information you provide through our website www.dentalinsurance.com and in connection with our insurance brokerage services. It also describes your rights and choices regarding your personal information.

This policy explains our information practices and the choices available to you. Optional website tracking follows the preferences described in Section 5. This policy applies to residents of the United States only.

1. About Our Role as an Insurance Broker

Kelsey National Corporation operates as a licensed insurance broker. In this capacity, we collect and retain certain personal information to facilitate insurance transactions, fulfill our legal and regulatory obligations, and administer policies on your behalf. The collection of this information is necessary to provide you with insurance brokerage services and is governed not only by this Privacy Policy but also by applicable state and federal insurance regulations, including the Gramm-Leach-Bliley Act (GLBA) and applicable state insurance codes.

2. Information We Collect

2.1 Information You Provide Directly

When you use our website or apply for insurance through us, we may collect:

  • Location information for the purpose of determining plan availability and pricing
  • Contact information such as name, email address, mailing address, and phone number
  • Identity information such as date of birth, gender, and, if required by the insurance company to which you apply, Social Security number
  • Billing and financial information such as credit card number, bank account information, and billing address
  • Coverage-related information such as whether you currently have dental coverage, prior coverage history, and the names and dates of birth of dependents to be covered

2.2 Information Collected Automatically

We process technical information needed to operate and secure our website. The optional Analytics and Marketing categories described in Section 5 are on unless you turn them off. While they are on, we also collect information about website use, which may include:

  • Browser type and version
  • Operating system
  • Referring and exit pages
  • Pages visited and time spent on each page
  • Clickstream data, scroll depth, and interaction behavior such as clicks, form starts, and file downloads
  • Actions you take on the site, such as requesting a quote or starting an enrollment

We use IP address data for security monitoring, fraud prevention, and to route users to appropriate state-specific insurance plan content and pricing. Optional analytics and marketing uses follow Your Privacy Choices.

2.3 Information from Third Parties

We may receive information about you from insurance carriers, data providers, and marketing partners to help us provide services and improve our offerings.

3. How We Use Your Information

We use the information we collect for the following purposes:

  • To process insurance applications and obtain quotes on your behalf
  • To bind, administer, and service your insurance policy
  • To communicate with you about your policy, account, or application
  • To send order confirmations and requested product or service information
  • To fulfill our obligations as a licensed insurance broker under applicable law
  • To improve our website, products, and marketing efforts
  • To conduct research and analysis
  • To deliver relevant advertising and marketing content based on your interests and site activity
  • To combine your information with data from third-party sources to better understand your needs and improve our offerings
  • To build analytical models that improve our services, marketing effectiveness, and customer experience
  • To detect, investigate, and prevent fraud and security incidents
  • To comply with legal obligations, regulatory requirements, and insurance regulations
  • To respond to your questions, requests, and customer service inquiries
  • To send newsletters and marketing communications (you may opt out at any time)

4. Information Sharing and Disclosure

We do not sell your personal information for money. However, Marketing is on unless you turn it off (Section 5.3), and while it is on we share information about your website activity with advertising partners. This sharing may be considered a "sale" or "sharing" of personal information under some state privacy laws, such as the California Consumer Privacy Act. You can opt out at any time through Your Privacy Choices, and we treat a Global Privacy Control signal as an opt-out (Sections 5.5 and 9.4). We may share your personal information in the following circumstances:

4.1 Insurance Carriers and Underwriters

As a fundamental and necessary part of our brokerage services, we share your personal information with insurance carriers and underwriters for the purpose of obtaining quotes, binding coverage, administering your policy, and processing claims. This sharing is required to provide you with the services you have requested. Insurance carriers who receive your information are bound by their own privacy policies and applicable insurance regulations.

4.2 Service Providers

We may share your information with third-party companies that provide services to support our business, such as payment processing, customer service, data analytics, and technology services. These companies are authorized to use your personal information only as necessary to provide services to us and are contractually required to protect your information.

4.3 Advertising and Analytics Partners

We may share your information with advertising partners, analytics providers, and data platforms to support our marketing efforts, including audience targeting and campaign measurement. Marketing is on unless you turn it off, so this sharing happens by default. It stops when you turn Marketing off (Section 5.3). These partners are contractually required to use your information only for the purposes we specify.

4.4 Legal and Regulatory Disclosure

We may disclose your personal information as required by law, regulation, or legal process, including to comply with a subpoena or similar legal process, or when we believe in good faith that disclosure is necessary to protect our rights, your safety or the safety of others, investigate fraud, or respond to a government request.

4.5 Business Transfers

If Kelsey National Corporation is involved in a merger, acquisition, or sale of all or a portion of its assets, you will be notified via email and/or a prominent notice on our website of any change in ownership or uses of your personal information, as well as any choices you may have regarding your personal information.

4.6 With Your Consent

We may share your information with other third parties with your prior consent.

You can choose whether we use optional Analytics and Marketing technologies. Both categories are on by default and stay on until you turn them off. We honor your saved choices, and a browser Global Privacy Control signal keeps Marketing disabled. Closing the notice does not record a choice and is not treated as your agreement. It leaves the default in place, and we will show the notice again on a later visit. Select Your Privacy Choices at any time to accept all, reject optional tracking, or change individual categories. Necessary technologies remain enabled so that the website and insurance services work.

5.1 Necessary Technologies

We use essential cookies and browser storage to remember Your Privacy Choices, maintain your quote and enrollment, route requests securely, and provide the affiliate or agent service you requested. Necessary quote information can include dates of birth and contact details where needed to obtain quotes or apply for coverage. These details are not included in our optional website conversion events. Rejecting optional tracking does not prevent you from comparing plans or applying for coverage.

We also use EdgeTag, a measurement service that runs on our own website domain, for every visitor. It receives page views (including campaign identifiers in the page address), lead events, and enrollment purchase details such as the plan, price, and order number, but not the dates of birth, names, email addresses, phone numbers, or addresses in your quote. EdgeTag also receives your Analytics and Marketing choices and shares these events with advertising partners while Marketing is on, which is the default unless you turn it off.

5.2 Analytics

Analytics is on unless you turn it off. While it is on, Google Analytics measures page visits, scroll depth, form starts, file downloads, and similar website interactions so we can understand and improve the website. Analytics cookies include _ga and _ga_*. When you turn Analytics off we do not load analytics tags at all, we send no analytics measurements, cookieless or otherwise, and we delete the analytics identifiers we are able to reach.

5.3 Marketing

Marketing is on unless you turn it off. While it is on, advertising technologies measure campaigns and conversions and support advertising audiences. These technologies include Google Ads, Meta (Facebook) Pixel, and Microsoft Advertising (Bing UET). EdgeTag also forwards the website events described in Section 5.1 to Meta and Google Ads. They may use identifiers such as _gcl_au, _fbp, _uetvid, and _uetsid, together with browser storage and campaign attribution. We do not send quote dates of birth, names, email addresses, phone numbers, or addresses in optional website conversion events. When you turn Marketing off we do not load these technologies, EdgeTag stops forwarding events to advertising partners, and we delete the advertising identifiers we are able to reach.

5.4 Storage and Retention

  • Privacy preferences: dicomPrivacyConsent stores your category choices, their version and expiry. We write this record only when you make a choice. If no record exists, Analytics and Marketing are on by default. A choice that leaves both categories on is remembered for 180 days. A preference cookie recording an opt-out lasts 365 days; any opt-out record retained in browser storage continues to apply after that date until you change or clear it. We do not treat the expiry of an opt-out as permission to resume, and we do not prompt you to reconsider a category you have turned off. Ignoring or dismissing the notice is not recorded as an explicit choice.
  • Quote and enrollment: necessary browser storage retains the information used in your quote and application flow. Minimal affiliate and agent routing context is kept in session storage for your browser tab.
  • Analytics and advertising identifiers: vendor cookies and browser storage use provider-defined lifetimes, subject to browser limits. We remove accessible optional identifiers when you withdraw the relevant permission.
  • EdgeTag: tag_user_id and EdgeTag browser storage keep its measurement identifier, and dicomEdgeTagConsent records the choices last sent to EdgeTag. They remain when Marketing is disabled so that EdgeTag can continue to apply your choice.
  • Campaign attribution: tracking and expiresOn retain permitted attribution for up to six months from the latest eligible visit. We remove this attribution when Marketing is disabled.

Your privacy preferences apply to the informational website and quote/enrollment pages on the same website address, including DentalInsurance.com subdomains, and are synchronized between open tabs. Other devices, browser profiles, and unrelated website domains have separate settings. If you clear your saved preferences, the record of your choice is removed and the default applies again until you make a new one. If you have turned a category off and want that to persist independently of our stored record, a browser Global Privacy Control signal keeps Marketing off without relying on it. Saved opt-outs are not automatically reversed on expiry.

5.5 Changing Your Choice and Global Privacy Control

Changing your preferences stops future collection by the disabled website technologies, and disabling Marketing stops EdgeTag from sharing future events with advertising partners. It does not undo information already sent while those technologies were enabled; contact us using Section 15 to make a request about information already held. We honor a browser's Global Privacy Control signal as a valid opt-out request: Marketing is turned off for that browser automatically, without any action by you, and remains off even if the signal is later removed. You may also control cookies through your browser, although blocking necessary storage can affect quote and enrollment features.

6. Data Enrichment and Analytics

To improve our services and provide more relevant experiences, we may supplement the information you provide with additional data obtained from third-party sources such as data providers, public records, and marketing platforms. This may include demographic, behavioral, or interest-based information.

We use this combined data for purposes including:

  • Understanding customer needs and preferences
  • Improving our marketing relevance and effectiveness
  • Building analytical and predictive models (for example, to better identify which plans may suit a customer's needs)
  • Grouping customers with similar characteristics to tailor communications
  • Evaluating and improving the performance of our site and marketing channels

This data is processed in accordance with this Privacy Policy and applicable law. We do not use enriched data to make automated decisions that produce legal or similarly significant effects on individuals without human review. You may opt out of data enrichment as described in Section 9.3.

7. Data Security

The security of your personal information is important to us. We maintain a written information security program designed to protect your personal information from unauthorized access, use, or disclosure. Our safeguards include:

  • Encryption of sensitive information during transmission using Transport Layer Security (TLS) technology
  • Encryption of sensitive data at rest
  • Multi-factor authentication for systems containing customer data
  • Access controls limiting data access to authorized personnel with a legitimate need
  • Regular risk assessments and security reviews
  • Contractual data security requirements with our service providers

No method of transmission over the Internet or method of electronic storage is 100% secure. While we strive to use commercially reasonable means to protect your personal information, we cannot guarantee its absolute security.

8. Data Retention

We retain your personal information for as long as necessary to fulfill the purposes outlined in this Privacy Policy, including our obligations as a licensed insurance broker. Certain information may be retained for longer periods as required by state insurance regulations, the Gramm-Leach-Bliley Act, other legal obligations, or for the resolution of disputes and enforcement of agreements. We maintain a data retention schedule that aligns with applicable regulatory requirements. When personal information is no longer needed, we take steps to securely destroy or de-identify it.

Enriched data and analytical models derived from your information are retained for as long as they remain relevant to the purposes described in this policy, or as required by law.

9. Your Choices and Rights

You may request access to or correction of your personal information by contacting us at customersupport@dentalinsurance.com.

9.3 Advertising and Data Enrichment Opt-Out

Your choice applies to the browser you are using, so if you use more than one browser or device, please make the choice on each.

Global Privacy Control. If your browser or a browser extension sends a Global Privacy Control signal, we treat it as a valid request to opt out of the sale or sharing of your personal information. Marketing technologies are turned off for that browser automatically, and no further action is required from you.

We do not require you to create an account or verify your identity to opt out, and opting out does not affect your ability to compare plans, obtain a quote, or enroll in coverage.

9.5 GLBA Opt-Out Rights

Under the Gramm-Leach-Bliley Act, you have the right to opt out of certain sharing of your personal information with non-affiliated third parties. To exercise this right, contact us at customersupport@dentalinsurance.com or call 800-296-3800.

10. Sensitive Personal Information

In the course of providing insurance brokerage services, we may collect certain categories of sensitive personal information including dates of birth, and financial and payment information, and, if required by the insurance company to which you apply, Social Security numbers. We also collect coverage-related information such as whether you currently have dental coverage, prior coverage history, the names and dates of birth of dependents to be covered, and your location for the purpose of determining plan availability. This information is collected solely for the purpose of facilitating insurance transactions and administering your coverage, and is protected in accordance with applicable federal and state laws including the Gramm-Leach-Bliley Act and applicable state insurance regulations.

11. Links to Other Websites

Our website includes links to other websites whose privacy practices may differ from those of Kelsey National Corporation. If you submit personal information to any of those sites, your information is governed by their privacy policies. We encourage you to carefully read the privacy policy of any website you visit.

12. Children’s Privacy

Our website and services are not directed to children under the age of 13. We do not knowingly collect personal information from children under 13. If you believe we have inadvertently collected information from a child under 13, please contact us immediately at customersupport@dentalinsurance.com and we will take steps to delete the information.

13. State-Specific Privacy Rights

Depending on the state in which you reside, you may have additional privacy rights under applicable state law. As we sell insurance products nationally, we are subject to the privacy requirements of multiple states, including state insurance privacy regulations. We are committed to honoring applicable state privacy rights. If you have questions about your state-specific rights, please contact us at customersupport@dentalinsurance.com. Depending on your jurisdiction, these rights may include the ability to access, correct, or delete your personal information, or to object to certain processing activities. To exercise any such rights, please contact us at customersupport@dentalinsurance.com or call 800-296-3800.

14. Changes to This Privacy Policy

We may update this Privacy Policy from time to time to reflect changes to our information practices, new technologies we deploy, or changes in applicable law. If we make any material changes, we will notify you by email (sent to the email address associated with your account) or by means of a prominent notice on our website prior to the change becoming effective.
