A dental plan that is open panel allows its enrollees to see any dentist they choose provided the dentist is licensed and meets accepted professional criteria. With an open panel, there is not a limitation requiring the enrollees to use only the dentists in the dental plan network. However, the enrollees’ option to use any dentist does not mean that every dentist will accept the dental plan’s coverage.
In an open panel dental plan, the plan sets its reimbursement rates for covered dental services, and the enrollee is responsible to pay whatever remainder is charged above that amount by the dentist.
An open panel plan may also be marketed as a “freedom of choice plan.”
